4

2. For those commodities in which the trend price was
less than the previous year's normalized price, con-
sideration was given to the season average price for
the most recent year. There are three situations that
can exist:

a.

The season average price may be greater than
the previous year's normalized 'price, in which
case the previous year's normalized price was
s ele cted.

'.'

b. The season average price could be les s than or
equal to the trend price, in which case the trend
price was selected.

c. The season average price could be less than the
previous year's normalized price, but greater
than the trend price, in which case the season
average price was used.

State Prices-- Price estimates shown in the State tables are based
on a set of State-national price ratios derived from State and
national prices for the period 1970-72. The State normalized
prices, published in February 1974, were obtained by applying the
1970-72 commodity ratios to the national prices and then adjusted
upward by 22.7 percent. This adjustment reflected the increase
in the index of prices received by farmers between Fiscal Year 1972
and Fiscal Year 1973. The 1973 State normalized prices in this
report were obtained by adjusting the previously published State
normalized price of each commodity by the percent change between
the national normalized commodity prices contained in these two
reports.

'..

Use of Current Normalized Prices in Planning

(

Current normalized prices are to be used in all economic evalua-
tions covered by the "Principle s and Standards." Types of
evaluation covered include the following: (1) evaluation of beneficial
effects of alternative projects and programs under consideration;
(2) evaluations of the adverse effects of project and program actions;

\..
