<br />6 <br /> <br />Price Differentials Within States-- Current normalized prices for <br />a specific area within a State may be derived by either of two <br />methods: (1) establish a 1972 trend value for the subject area in <br />a manner consistent with the procedure used in estimating trend <br />values nationally and adjust upward by 22.7 percent, then reestablish <br />a 1973 trend value and 8elect the price based on the criterion set <br />forth in the computational procedures section of this report, and ( <br />(2) compute a ratio of the price for the subject area to the State <br />price for the period 1970-72 and apply the resulting ratio to the <br />appropriate p'rice shown in the State tables. Either of these pro- 'J' <br />cedures would rely principally on published or unpublished data <br />for one or more counties. <br /> <br />Price Differential to Reflect Product Quality- -Published data <br />do not provide, in most instances, a basis for deriving price <br />estimates for particular quality attributes of a given agricultural <br />product. Procedures for estimating such price differentials will <br />vary from one set of circumstances to another. Since a standard <br />procedure cannot be specified, each analyst confronted by such a <br />problem must develop his own procedures. The basis used for <br />estimating such price differentials should be fully documented in <br />review reports. <br /> <br />Price Impacts-- As specified in the "Principles and Standards," <br />whenever project production or river basin development is expected <br />to influence prices significantly, the use of a price about midway <br />between those expected with and without development may be <br />justified to reflect changes in real income by those affected by <br />the public actions under consideration. Special consideration <br />should be given to price adjustments where a program induced <br />shift from a deficit to a surplus production area is expected, or <br />vice versa. <br /> <br />Plans and Procedures for Updating <br /> <br />" <br />! <br /> <br />\ <br />\..' , <br /> <br />Arrangements have been made to update the current normalized <br />price estimates in June of each year. Extensive adjustment, i. e. . <br />changes in price relatives and geographic differences will be made <br />at 3- to 5-year intervals. However, if there were extensive changes <br />in price and cost levels, this interval may be shortened to accommo- <br />date the change. <br />
