I
,
,
I
I

development pressures may be seen as major. Devel~pment pressure
will be in comparative relation to the cumulatiive population
impact and levels of retail/commercial s~ce which is
supportable. '
i
Developl1ent of the proposed resort would lend n!;M urgency for
Archuleta County to initiate a comprehensive I planning and
subdivision zoning process. Especially critical would be plans
for the orderly developnent of the u.s. HigfMa,y 160 corridor
between Pagosa Springs and the project site.

5. Community Service and Utilities

Alternative One

a.

b.

This alternative will require modest increases for new community
services and utilities. Becailse of
the geographical separation and distance frCln Creede, a
police sub-station will also be necessary! at or near the
developnent. Additional officers, sumort staff and
equipnent will be needed as the area dev, lops and grows.
Based on the peak season population imp3cts and using a
cormnonly accepted planning standard ofl two full-tirre
personnel per 1,000 persons, the staff ~evel under each
alternative would be as shown in Table IV-26!.

Under Alternative Two or Three, the peak $eason population
will place heavy requirements on law enfor~ernent during the
ski season. The requirements for the yea~ round permanent
population are much lower. I

Mineral County has proposed to pay for th~ law enforcement
services by forming a Law Enforcement I Authority (LEA)
district encompassing Wolf Creek Valley. ~y state statute,
the county can levy up to three mills within a specified

222
