101:7

for the Unit was presented to the District's Foard of Directors.
Agreement has been reached with the Board on the hasic contract
provisions. The District is currently ne~otiating subcontracts witt
various irrigation organizations that will be purchasinc IJarrows Unit
water. There appears to be more than enough demand to assure the
sale of all of the Narrows Unit water supply on a long-term basis.

The feasibility report (House Document 110. 320) concluded that the
plan of development formulated bV the feasibility investigation rave
primary consideration to providing supplemental irrigation water to
the potential downstream lands in the Lower South Platte Water
Conservancy District. However, in the interest of comprehensive
resource development in the South Platte River Basin in implementing
the plan, full consideration will be given to possihilities for the
exchange of water for the benefit of upstream lands.

The Lower South Platte Water Conservancy District and the Central
Colorado Water Conservancy District (CCwCD), the latter being lo-
cated along the South Platte River several miles ahove Narrows Res-
ervoir in Adams and Weld counties, have agreed that the latter Dis-
trict can purchase annually up tn 15,000 acre-feet of the Narrows
Unit salable water supply for supplemental irriration service. The
water would be diverted from natural flows in the South Platte
River in exchange for "rater stored in r-!arrows Pesp.rvoir which in
turn would be delivered to downstream users holding senior water
rights.

The CCWCD has about 120,700 acres of irrif, able lands which have
been determined to be currently irrigated and capable of sustained
irrif, ation. Their current water supply situation is quite similar
to that of the LSPWCD. The close proximity of the CCIICD lands to
the LSPWCD lands and the similarity of cropping patterns, farm
sizes, and yields lead to a conclusion that the henefits associated
with the use of a supplemental irrigation water supply at that loca-
tion would not significantly differ from those determined for the
LSPWCD.

The CCWCD will contract with the United States directly for the
repayment of the costs associated with delivery of 15,000 acre-feet
of the Narrows Unit water supply. The water charges per acre-foot
of water would be identical to those prescri~ed for the LSPWCD.
The contract with the CCWCD would be similar to that proposed for
the LSPHCD. The repayment obligation of each district will be in
proportion to its share of the estimated 119,400 acre-foot per
year of salable prnject water supply. The LSPWCD obligation will
be based on 104,400 acre-feet and the CCWCD o~liration will he
based on 15,000 acre-feet.

8
