<br />O 'f' <br />1 ~u <br /> <br />POSTAUTIIOR IZATION DEVELOPflENTS <br /> <br />Relocations <br /> <br />Following authorization of the Narrows Unit, relocation of the Unton <br />Pacific Railroad and county and state highways waS restudied. These <br />studies were necessitated because of changes in design criteria. <br />environmental considerations, and recommendations of cooperating <br />agencies and concerned entities all of which developed subsequent <br />to publication of the feasibility report in January 1967. As a <br />result, three alternate railroad relocation routes are being con- <br />sidered; around the northern perimeter of the reservoir, around the <br />southern perimeter, and routing over the eKisting Burlington and <br />Quincy Railroad tracks south of the reservoir. Also, the Bureau of <br />Reclamation is negotiating with the Colorado State Highway Department <br />and concerned counties regarding the use of county road relocations <br />in lieu of relocating State Highway No. 144. <br /> <br />Irrigation Repayment and Benefits <br /> <br />The estimated payment capacity derived for previous analyses did <br />not reflect an adjustment for river losses between Narrows Dam and <br />the points of ?iversion. Subsequent to authorization and prior to <br />contract nego~tions with the water users, the Lower South Platte <br />Water Conservancy District (LSPWCD) employed a consultant to determine <br />if river losses would occur. The consultant concluded that river <br />losses would occur between Narrows Dam and the diversion points. <br /> <br />In addition, discussions were held with staff members from the <br />Colorado State Engineers Office, LSPWCD, and the Bureau of Reclamation. <br />The outcome of those discussions led to the conclusions that salable <br />water released at Narrows Dam would be reduced at the diversion <br />point to reflect river losses. Therefore, the recommended water <br />charges at Narrows Darn have been adjusted accordingly. The details <br />of the adjustment are contained in the Repayment Section of this <br />report. <br /> <br />The impact of river losses on irrigation henefits was also con- <br />sidered. A "Point Flow" hydrologic analysis showed the South Platte <br />River between Narrows Dam and the Colorado State line to be a <br />gaining stream. Therefore, it is assumed that the river losses <br />would consist mostly of bank storage and would return to the river <br />for supplemental irrigation use during the irrigation season. On <br />that basis, the river losses would not reduce the beneficial irri- <br />gation water supply and irrigation benefits would not change from <br />the previous analysis. <br /> <br />Repayment_ Contract Negotiat ions <br /> <br />A proposed contract between the United States and the Lower South <br />Platte Water Conservancy District embodying repayment provisions <br /> <br />7 <br />
