<br />10'1,. <br />(.. ., <br /> <br />AUTHORIZED PLAN <br /> <br />The Narrows Unit will be located in northeastern Colorado along <br />the South Platte River. Lands to be served by the Unit are in <br />Adams, Weld, Morgan, Logan, Washington, and Sedgwick Counties. <br /> <br />The Unit will provide supplemental irrigation, flood control, <br />recreation enhancement, fish and wildlife conservation and <br />development, highway improvement, and potential future municipal <br />and industrial water supplies. Features to be constructed for these <br />purposes are Narrows Dam and Reservoir, a fish hatchery, rearing <br />ponds, and public USe recreation areas. The existing privately <br />owned Jackson Lake Dam and Reservoir will be purchased by the <br />United States and converted from irrigation use to recreation and <br />fish and wildlife uses. In addition, 15,765 acres of project land <br />will be set aside for a wildlife management unit, and a 5~-mile- <br />long cold-water fishery will be established downstream from Narrows <br />Dam. The fish hatchery and rearing ponds will assure .an adequate <br />supply of fish stock for the Unit. <br /> <br />The inclusion of municipal and industrial (M&I) water as a function <br />of the Unit is a potentiality that could develop in the future <br />should the needs for such water develop in the South Platte Valley. <br />In the event that Narrows Unit water is converted from irrigation <br />to M&I uses, the contracting entity will pay interest on that portion <br />of the costs allocable to the M&I water supplied. The interest rate <br />will be determined in accordance with Section 6, Public Law 91-389 <br />(Narrows Unit Authorizing Act). <br /> <br />The Unit will be operated in such a manner that identifiable return <br />flows will not violate water quality standards established by the <br />State of Colorado for the South Platte River and approved by the <br />Secretary of Interior pursuant to the Water Quality Act of 1965 <br />(79 Stat. 903). In fact, it is anticipated that operation of the <br />Unit will result in improvement of the water quality of low flaws in <br />the South Platte River. <br /> <br />Narrows Dam, to be located about 7 miles upstream from Fort Morgan, <br />will be an earthfill structure 146 feet high and about 22,100 feet <br />long. The reservoir will have a total controlled capacity of <br />973,18~acre-feet at the top of the flood control pool. Of that <br />capacity, 475,000 acre-feet are exclusively for flood control, <br />75,000 acre-feet for joint flood control and irrigation, 373,025 <br />acre-feet for irrigation, and 50,160 acre-feet are inactive and <br />dead capacity. Except for direct deliveries from the reservoir to <br />the Fort Horgan Canal, irrigation water from the reservoir will be <br />delivered via the South Platte River to the headworks of existing <br />irrigation systems. Therefore, an irrigation distribution system <br />will not be constructed. <br /> <br />S <br />
