There <br />will be no development period. <br /> <br />(d) Each district will pay its pro rata share of the annual <br />cost to the United States for the operation, maintenance, and <br />replacement costs of Narrows Dam and Reservoir allocated to irrigation. <br />LSPWCD's share will be B7.~37 percent (104,400 A.F./119,400 A.F.), <br />and CCWCD's share will be 12,563 percent (15,000 A.F./119,400 A.F.). <br /> <br />(e) Water will be delivered and measured at the outlet works <br />of Narrows Dam and Reservoir with the districts being responsible <br />for losses and the delivery of water beyond that point. <br /> <br />(f) In the event Narrows Reservoir water is converted from <br />irrigation use to municipal and industrial use in the future, each <br />year (1) the total cost allocated to irrigation less amounts <br />previously paid shall be suballocated between Irrigation and M&I <br />based on the pro rata share of the project water supply used in that <br />year for each pumose, (2) the annual repayment installment cited <br />in (a) above shall be adjusted to reflect repayment of the M&I <br />suballocation within the remaining years of the repayment period <br />and (3) interest, computed at the rate determined in accordance with <br />the Narrows Unit authorization act, on the then remaining unpaid costs <br />suballocated to M&I use shall be paid to the United States. <br /> <br />(g) The excess land limitations of federal Reclamation Law will <br />not apply to district lands which as of August 2B, 1970 (date of <br />Narrows Unit authorizing act), had an existing water supply and <br />for which project water provides a supplemental supply. for all <br />other district lands, the excess land limitations shall apply. <br /> <br />House Document 320 contemplated that a contract between the owners <br />or Jackson Lake and the United States would specify a service charge <br />to be paid by the former of $10,000 annually. This service charge <br />cited in House Document 320, is based on savings to the owners in <br />annual operation, maintenance, and replacement costs estimated to be <br />$16,000 annually that would result from the purchase of Jackson Lake <br />by the United States and providing replacement service to the present <br />owners or Jackson Lake from Narrows Dam and Reservoir. The $10,000 <br />annual service charge would be applied to the repayment of the irriga- <br />tion construction allocation and would be in addition to the $525,000 <br />annual payment made by the Lower South Platte Water Conservancy District <br />and the Central Colorado Water Conservancy District. Prior to contract <br />negotiations with the Jackson Lake interests, the O&M savin~s and the <br />?ro~osed service charge, cited in House Document 320, will be reevaluated <br />based on current cost levels. <br /> <br />At the time that the Unit was authorized, it was estimated that the <br /> <br />22 <br />
