.r40
l~ ~

construction cost allocated to irrigation would be $21,121,400
which would have been repayable at an annual rate of $528,000.
On that basis, the costs allocated to irrigation would have been
fully reimbursed over a 40-year period. The escalation of the
estimated unit costs from January 1969 to October 1972 has
resulted in an irrigation allocation of $28,603,000. Repayment
by the local interests at the rate of $535,000 annually over the
maximum repayment period of 50 years will return $26,750,000 to
the Treasury of the United States. Therefore, as provided by
Section 3 of the authorizing Act (Public Law 91-389), assistance
from Pick-Sloan Missouri Basin Program power revenues would be
required to repay the balance of $1,853,000. On that basis, the
water users would repay about 94 percent of the allocated irriga-
tion costs.

The following tabulation summarizes the repayment of the
construction costs allocated to irrigation and annual irrigation
revenues:

Cost Allocation to Irrigation

Total to be repaid by irrigators
Balance to be repaid by P-SMBP power revenues

$26,750,000
1,853,000

Total

$28,603,000

Annual Irrigation Revenues

Lower South Platte Conservancy District
Central Colorado Water Conservancy District
Service Charge (Jackson Lake interests)

$

459,000
66,000
10,000

Total

$

535,000

Recreation and Fish and Wildlife

,

The terms of the Federal Water Project Recreation Act (Public
Law 89-72) provide for repayment of one-half of the separable costs
allocated to recreation and fish and wildlife enhancement with
interest and all of the separable operation, maintenance, and replacement
costs. By a letter dated February 2, 1968, the State of Colorado has
indicated its intent to agree to administer the land and water areas
for recreation and fish and wildlife enhancement and repay reimbursable
costs.

A portion of the State Wildlife Management Area would be of
national significance. Therefore, the associated costs would be
nonreimbursable under the terms of the Act.

23
