Jencsok <br />November 5, 1992 <br /> <br />and to briefly evaluate the cost, timing and technical issues required to have <br />compatible models and report back to the Sponsor's Committee. In addition, I agreed <br />to prepare a chronological accounting of how these two efforts evolved. Attachment <br />A is an abbreviated chronological sequence of events. Hydrosphere's evaluation of <br />how the two models can be made compatible is contained in Attachment B. <br />Attachment B is part of the functional specification for the Gunnison Planning Model. <br /> <br />Attachment A shows that the Gunnison modelling effort was well under way <br />prior to the initiation of the CRDSS effort and that significant agreements, <br />commitments of resources and work had occurred. Furthermore, it was not until <br />August, 1992 that there seemed to be much understanding or agreement on what <br />CRDSS might actually be. The Gunnison models however were approaching 30 <br />percent completion at this time. Today the Gunnison models are approaching the <br />halfway point, therefore, the Sponsor's Committee feels it is unrealistic if not unfair <br />to try and change directions at this point. <br /> <br />I <br />I <br /> <br />Even thought the Gunnison Models will be PC based and the CRDSS most <br />likely work station based Attachment B indicates there can be compatibility between <br />the models by assuring that major physical features such as gaging stations, reservoirs <br />and major diversions are represented in the Gunnison models. With the inclusion of <br />adequate physical detail, it is envisioned that CRDSS can then develop the required <br />"digital management interfaces" (DMl's) similar to the DMl's which will be developed <br />for other models that become part of the CRDSS tool box being discussed. However, <br />no meaningful estimate of the cost and timing for developing the DMl's that would <br />be required to incorporate the Gunnison models into CRDSS can be provided until <br />it is determined what CRDSS will actually consist of. In addition, the generic river <br />basin model, RSS, component is not presently capable of handling a water-rights- <br />priority system of water allocation, which is ahsolutelyessential for the Gunnison <br />Basin modelling effort. It is envisioned that development of the DMl's for different <br />models would be part ofthe CRDSS project and:the inclusion of water right priorities <br />into RSS potentially an additional parLof CRDSS development.. <br /> <br />Timely completion of the Gunnison' Models is important. to tml sponsoring: <br />agencies in order to evaluate pressing water issues in the' Gunnison Basin: <br />Furthermore, Colorado has informally agreed to participate in the development.of the <br />Gunnison Basin models as part of its contribution to the effort to help develop a <br />contract quantifying the Black Canyon ofthe Gunnison National Monument's Federal <br />Reserved Water Right.
