<br />The committee notes the favorable benefit-to"cost ratio of 2.4 to 1
<br />for the overall project as determined by application of the criteria
<br />established by Senate Document 97 of the 87th Oongress. Oonsider-
<br />ing its magnitude this is an excellent project in terms of its economic
<br />value to the Nation. Moreover, each of the separate features con-
<br />sidered by themselves adequately meet the standard of economic
<br />justification as indicated in the following tabulation:

<br />Section 301 authorizes the appropriation of such sums as are re-
<br />quired to carry out the purposes of both titles I and II of the act.
<br />
<br />THE DIXIE PROJECT
<br />
<br />On October 22, 1963, S. 26 was passed by the Senate. This act
<br />authorized the Secretary of the Interior to construct, operate, and
<br />maintain the Dixie project, Utah, and provided that not to exceed
<br />$3,500,000 of the total cost of such project be returned to the reclama-
<br />tion fund from revenues derived by the Secretary of the Interior from
<br />the disposition of power marketed from Federal projects in the Lower
<br />Oolorado River Basin. While the Dixie project was specifically
<br />authorized by the Senate, it is the intention of the committee that
<br />the Dixie project be a participating project under S. 1658 in accordance
<br />with the testimony presented during the hearings on S. 26.
