<br />00180S <br /> <br />THE LQWER COLORADO RIVER BASIN PROJECT 21 <br /> <br />WEATHER MODIFICATION <br /> <br />On May 21 the Subcommittee on Irrigation and Reclamation of <br />this committee held a hearing on the present status of weather modifi- <br />cation research and development. Based on the information there <br />assembled, the subcommittee concluded that excellent progress had <br />been made in the experimental phases of this activity and that steps <br />should be undertaken at once by way of a massive demonstration of <br />the potentials of this means of solving water supply problems. This <br />committee fully concurs with these findings and recommendations of <br />the subcommittee and urges acceleration of the weather modification <br />program throughout the entire Colorado River drainage area. The <br />water problems of the upper Gila drainage area in New Mexico and <br />Arizona are particularly acute and the Secretary is requested, should <br />funds for weather modification be made available, to intensify his <br />efforts in this field in said upper Gila drainage area. <br />The committee further requests that both States continue their dis- <br />cussions looking toward an understanding acceptable to both, and to <br />the Secretary of the Interior with respect to any unsolved upper <br />Gila drainage area water problems. The committee further requests <br />that prior to the initiation of construction of Buttes Dam, Ariz., and <br />Hooker Dam, N. Mex., the Secretary devise and promulgate operating <br />criteria to govern these two structures, to assure their fully integrated <br />operation in the interests of securing the maximum beneficial use of <br />both the structures and the limited water supply they will control <br />Such criteria moreover shall be developed in consultation with the <br />States of Arizona and New Mexico and the Gila River water user <br />groups of both States and shall be consonant with the Gila River <br />water decree. <br /> <br />" <br /> <br /> <br />,,',' <br /> <br />.'
