<br />THE LOWER COLORADO RIVER BASIN PROJECT 17 <br /> <br /> <br />001801 <br /> <br />This section also specifically provides that- <br /> <br />Nothing contained in this Act shall be construed to alter, <br />amend, repeal, construe, interpret, mod.ify,or be in conflict <br />with the provisions of the Oolorado River compact, the <br />Upper Oolorado River Basin compact, the Act of April 11, <br />1956 (Oolorado River Storage Project Act) (70 Stat. 105), <br />the treaty with the United Mexican States (Treaty Series <br />994), the opinion and any decree entered by the Supreme <br />Oourt of the United States in Arizona again.st Oalifornia <br />(373 U.S, 456), or, except as otherwise provided herein, the <br />Boulder Oanyon Project Act (45 Stat. 1057) or the Boulder <br />Oanyon Adjustmen.t Act (54 Stat. 774). <br /> <br />Section 109 <br /> <br />Section 109 establishes the Oolorado-Pacific Regional Water Oom- <br />mission, composed of State and Federal representatives to act in an <br />advisory capacity to the Secretary of the Interior particularly on plan- <br />ning under section 103. <br />The great Pacific Southwest stands on. the threshold of an era which <br />can be marked by cooperation among the States concerned and the <br />United States or by a continuation of the quarrels of more than half a <br />century, We believe,asOommissioner of Reclamation Dominy stated <br />to the subcommittee in hearings on August 27, 1963: <br /> <br />* * * we should quit acting like a bunch of bears around <br />the honeypot and assuming this is the only feed we are ever <br />going to get and divide up what is there rationally and all <br />of us eat from it with the assumption that there is going to <br />be more brought in when we are hungry, that we can do it. <br />We have the know-how, the engineering competence, and the <br />imagination necessary to keep this fastest growing area in <br />the whole Southwest developing and keep the water supply <br />available as it is needed. There is no question in my mind <br />but what this can be done. <br /> <br />TITLE II-SOUTHERN NEVADA WATER SUPPLY UNIT <br /> <br />Seetion 201 <br />This section provides that the Secretary shall construct, operate, and <br />maintain the southern Nevada water supply unit to provide water from <br />Lake Mead for distribution for muniCipal and industrial purposes in <br />Olark Oounty, Nev. The need of Olark Oounty, in which the city of <br />Las Vegas is located, for a supplemental supply of water for municipal <br />and industrial purposes is acute, The cost of this unit is fully reim- <br />bursable with interest except construction cost allocable to the <br />furnishing of a water supply to Nellis Air Force Base and other defense <br />installations in the county. <br /> <br /> <br />,. <br /> <br /> <br />*s.
