<br />o <br />(:-~ <br />~ <br />'-! <br />..... <br />~ <br /> <br />. ~..." <br /> <br />f,i~, ' <br /> <br />PREFACE <br /> <br />\, -~ - ' . <br /> <br />It'is the purpose of this section to set forth available <br />informatioD on individual water use and control projects or programs <br />included in AWE PlaD which serve one or more of the following <br />functions: flood control, DavigetioD, draiDage, irrigatioD and <br />reclamation, hydroalectric power, and domestic and industrial water <br />supply. <br /> <br />The elements of the plaD are, for the most part, proposals <br />of separate ageDcies which were formulated in accordance with agency <br />policies eDd procedures, and adjusted to varying degrees through <br />coordination by the AWRBIAC. <br /> <br />, Prior to ,initiation of the AWE Survey, a large number of <br />water use and control projects had been planned, many of which had <br />beaD authorized by the Congress while othera had been recommended, <br />for development. Insofar as Inter-Agency planning ia concerned, <br />authorized and recommended'projects have been considered as projects <br />in being aDd have Dot beeD subjected to reeDalysis, and re-evaluatioD <br />by the AWRBIAC. However, certaiD changes in these projects resulting <br />from further study by the aponsoring ageDcies are reflected in this <br />report including iD some cases, elimination of projects from the plaD. <br /> <br />Many alements of the plan have received oDly prelimiDary <br />investigation while others have been studied in considerable detail. <br />The degree of detail of the investigations of each proposal is in~ <br />dicated in the project eveluetion statements included in this section <br />of the AWE Report. ,Alternative solutions to specific problems are <br />identified although it should be recognized that not all alternatives <br />bave been investigated. The tentative nature of many of the proposals <br />is such as to warraDt consideration at some future time of other <br />solutions which may become apparent under changed conditioDs. <br /> <br />Where particular elements appeared to constitute the most <br />promising solutions to certain existing or prospective problems they <br />have been included in the plan even though they are not economically <br />feasible under present conditions. Some of these may become feasible <br />in the future, while others may never warrant developmant. <br /> <br />ConSiderable effort was made to obtain coordination <br />between projects aJld programs. Except where alternatives are <br />designated, the projects have been fitted together economically <br />and hydrologically to the extent that most overlapa in claimed <br />benefits have been eliminsted. In some areas, no significant inter- <br />relationships between projeots exist. Where inter-relationships <br />are significant, further investigations are required to provida a <br /> <br />i11 <br />
