c,:,

c..

~
~
N
Q

"
I,

l

"
'.

basis for achieving hydrologic end economic coordination prior to
development. The project evaluation statements presented in this
volume set forth the investigations needed for those projects which
the individual planning agencies have identified as warranting early
oonsideration for development. They also prasent infor!lllltion as to
the effects of specific elements on water pollution oontrol, fish
and w1.1dlife, recreation, mosquito control and mineral resources.
Details of programs of agricultural research, credit and edUCation
which should be undertaken in ordar to facilitate and assure the most
successful operation of the projects will have to be worked out when
project plsns become more definite.

For the most part, elements of the plan were formulated
to provide, sol~tioDB to speoific problems in local areas with
incidental consideration of region-vide or national goals or problems.
A single project generally haa limited effect on the economy of the
region or the Nation or on broad problems such as totsl need for food
and fiber, and the me intenance of fish and wildlife resources. How-
ever, in long-range plsnning on a basin-wide baais, the cumulative
effects of numerous projects on such fsctors mey become significant.
The implications of the potential over-all development proposed in
the AWR Plan shou1.d be examined as decisions are made to proceed with
individual elements of the plan.

Agency repreeentatives of the Departments of the Army,
Agricu1.ture, and Interior assembled this section. The data contained
herein are largalY a re-editing and oondensation of meterial prepared
by field representatives of the Federal agenoies, and State repre-
sentatives during formulation of the AWR Plan. Representatives of
the Federal agencies and States which compose the AWRBIAC participated
in the development of the original evalUation statements. Lesdership
for that activity was furniahed by tha State representatives.,

iv
