.

E. Recovery Implementation Program Support

Flaming' Gorge: DWR coordinated and monitored endangered fish study
releases from Flaming Gorge during the spring runoff and post runoff
period. Information on releases were provided to Recovery Program
participants and research work was coordinated to coincide with
various stages of the releases,

Aspinall Unit: OWR coordinated releases from the Aspinall Unit to
coincide with the spring peak and to facilitate biological studies
during 1993 which was limited because runoff was so large the system
was operated at capacity for several months. DWR did, however,
partiCipate in the quarterly operation meetings for the Aspinall
Unit and provided input on flow patterns, protection of water for
endangered fish, and passage at Redlands,

High Flow Work Coordination: DWR coordinated and' contracted for
1993 hi9h flow hydrology, geomorphology, and ~erial reconnaissance
work, The results of this work is reported in the individual scopes
of work. These activities included: I) Air. video reconnaissance of
the Green River; 2) Oblique 35mm slides of Green River; 3) Razorback
Bar high flow, and post high flow Channel Monitoring; and 4) Yampa
Canyon post high flow Channel Monitoring.

I, Water Rights Acquisition Committee

a, b, and c,
DWR worked with the water right specialist to gather
information on water rights and stored water which the
Recovery Program wishes to secure for endangered fish. The
work included developing scopes of work for analysis for 15-
mile reach return flows, and the Steamboat lake appraisal,
The work also included contracting for the work through the
Fish and Wildlife Foundation and supervising the water
rights specialist, A long-term water lease contract was
developed and negotiated with the Colorado Division of Parks
and Recreation for water from Steamboat lake,

d, DWR worked to secure passage at Redlands, Price-Stubs, and
Government Highlands diversions. Meetings were attended on
the development of a design for a fish passage at Redlands,
also coordination work was accomplished on behalf of
Recovery Program,

e, Due to high flows throughout the basin, less work was
necessary on the administration of endangered fish flows
from Ruedi Reservoir and Steamboat lake. Work that was
accomplished involved negotiating with Reclamation on a 1-
year and 5-year contract for additional water from Ruedi
Reservoir,

5
