f, DWR assistance was provided in the review and finalization
of the GURU2 effort by Bob Green who represented the Service
in concluding the endeavor.

F. Colorado Annual Operating Plan and Five Year Review

DWR worked with Reclamation and BLM to develop a process for
inclusion of natural resource issues in the Annual Operating Plan
(AOP) process, Assistance in the form of draft flow recommendations
was provided to the Colorado Water Conservation Board on a workshop
designed to identify compact issues.

G, Hydrology Support for Colorado River Biological Opinions

DWR provided support to researchers working on studies relatin~ to
Flaming Gorge and the Aspinall Unit, Much of the work in this area
was covered under other work items related to flooded bottomlands,
and coordination of releases from Flaming Gorge and the Aspinall
Unit for basic biological Studies.

Ruedi Releases: DWR prepared a report to the Colorado Water
Conservation Board and the Aspen\Pitkin County Water and Power
Authority on the. benefits of Ruedi releases for endangered fish.
The I-year contract was implemented and the S-year contract was
placed on hold until Reclamation can resolve long-term contracting
issues internally, Developed an estimate of storage water necessary
to fill out the flow recommendations for the IS-mile reach.

Orchard Mesa. I feel that the Division
of Water Resources accomplished a great deal in 1993 in coordinating
high flow hydrology work and participated in a great deal of field work
along with Service biologists, The Program should realize that when
extreme events occur priorities must be adjusted and that we need to be
ready to field crews Quickly and continuously to meet the challenge.

XII.

Signed

~_IZ ,J/71;'},
rinci 1 Investigator

Io/f/}',i
Date

6
