I~SIGl~ffiNT OF WORK <br /> <br />This part of the JUide designates the responsible and assisting <br />agencies for each feature of work in accordance with previous agree- <br />ments and determinations, states the date of completion for each <br />featUI'e, and establishes the disposition of the completed assignments. <br /> <br />The Flood Control Act of 1950 directs stated Federal agencies <br />to participate in the AWR activities "as required by existing law". <br />Existing law assigns certain responsibilities to the Federal agen- <br />cies, and by annual appropriations the Congress controls the extent <br />to which each agency can exercise the assigned responsibility. Thus, <br />it must be recognized that the AWRBIAC cannot aseign work to agencies, <br />but it indicates the direction in whioh agency aotivities may prooeed <br />toward a common goal. Existing law indicates the fUnotions in whioh <br />Federal agencies may participate, and thereby some of the functional <br />subjects of work division indicated by the '~chedule for Preparation <br />of Report". The agencies which can participate in eaoh fUnotion <br />assist in a fUnotional work group. A chairman agenoy has been agreed <br />upon to exercise AWRBIAC responsibilities for ooordination and prepa- <br />ration of the Section of Part II of the Report dealing with each <br />subject. These out- <br />lines are issued separately (Part II), but are considered part of <br />this chapter.
