VIII. I~SIGl~ffiNT OF WORK

This part of the JUide designates the responsible and assisting
agencies for each feature of work in accordance with previous agree-
ments and determinations, states the date of completion for each
featUI'e, and establishes the disposition of the completed assignments.

The Flood Control Act of 1950 directs stated Federal agencies
to participate in the AWR activities "as required by existing law".
Existing law assigns certain responsibilities to the Federal agen-
cies, and by annual appropriations the Congress controls the extent
to which each agency can exercise the assigned responsibility. Thus,
it must be recognized that the AWRBIAC cannot aseign work to agencies,
but it indicates the direction in whioh agency aotivities may prooeed
toward a common goal. Existing law indicates the fUnotions in whioh
Federal agencies may participate, and thereby some of the functional
subjects of work division indicated by the '~chedule for Preparation
of Report". The agencies which can participate in eaoh fUnotion
assist in a fUnotional work group. A chairman agenoy has been agreed
upon to exercise AWRBIAC responsibilities for ooordination and prepa-
ration of the Section of Part II of the Report dealing with each
subject. This ohairman agency and the assisting agencies are indi-
cated at the head of each subject oolumn of the I~chedule for
Preparation of Report".

The work outlines of eaoh work group have been prepared to in-
clude all of the assignments outstanding at this time. These out-
lines are issued separately (Part II), but are considered part of
this chapter. The "Schedule for Preparation of Report", Chapter VII,
shows the main elements of assignments, and the work outlines elabo-
rate on these elements.

Work group representatives of eaoh agency are listed in
Appendix B.
