Such elements will . <br />be dropped from further consideration at this time. <br /> <br />How Far to Look, into the Future in the Preparation of the Comprehsnsi vs <br />t'lan <br /> <br />(a) The long-range comprehensive plan for the Aim report <br />(Categories I and II) should include all elements or units <br />Which can be justified for initiation by 25 years after the <br />date of submission of the AHR report. Since judgment is the <br />important factor in making such ~~ estimate, the participating <br />agencies should be liberal rather than rigid in estimating <br />what can be justified by that date. <br /> <br />(b) Elements or units included in the comprehensivs long- <br />range plan should be so designed to take into' account needs <br />which are e~ected, .1;0 ~,,:el~!>y 2000-: --'mother words, in <br />planning stream deveLopment structures, land treatment programe, <br />and other elements of the plan, consideration should be given <br />as to what changes in the element will be desirable by the <br />year 2000, and appropriate provision made therefore. For <br />example, in planning a power project for which an additional <br />penstock will be required in 1990, an estimate would be made <br />as to whether it would be more economical to include the pen- <br />stock at the time of construction or add the additional <br />facilities when the need arises. <br /> <br />. <br /> <br />.' <br /> <br />VI-4 <br />
