VII. SCHEDULE FOR pr~PARATION OF REPORT

'A schedule has' been adopted by the AVffiBIAC for meeting the. aut~or-
i~ed.objective on 30 June 1954:

This schedule, shown on the following page, sets forth: (a) funo~
tional subjeots of the report, (b) major sub-divisions of work which
lead progressively to the objective, and vmich indicate the progressive
development of the bases for the major deoisions, (0) completion dates
for major sub-divisions of work and (d) principal sub-divisions of the
functional subject items within the soope of the major sub-divisions.

work is the subjeot of Section VIII. Editorial details of report
formulation and writing are found in Seotion X.

Development of Comprehensive Plan. A series of memoranda ex- ..
panding the steps of the above mentioned schedule has been approved
for preparation along lines indioated in Appendix F-2, Minutes of
Informal Session No.2-52, 26 February. This appendix is indicative
of ourrent thinking about this subject, and the direction of probable
acoord, but is not presently an inflexible decision of AVffiBIAC.

The proposed series of memoranda would inolude amplifications
of the "Schedule" in the following respeotsl

Section I. Procedure in Development of a Comprehensive
Plan for the AVm Basins.

a. Steps in Preparing the A~R Report.

b. Flow of report material in AVm Study.

Seotion II. Projeot and Program Formulation in AWR Study.

Section I is to deal with Procedu res and Seotion II With Prinoiples.
Seotion Ia is to be based in large part on Mr. Short's memorandum and
refleots the general "Sohedule" approved by the Committee. Seotion Ib
will inolude the flow oharts prepared by the task foroe under Mr. Fairlam~
together with some explanatory material (These oharts show the ohan-
nels through which report material, interim reports, and the final...
