Category I. Elements or unite included in Ia would <br />coneist of thoes which are dssirabls and which require the expendi- <br />ture of Federal funds, thus requiring authorization by Congress. <br />Thsy would consist of action programs and projects dssigned to <br />accomplish ths objectives as set forth in the 1950 Flood Control <br />Act, together with suoh supporting programs and projeots as are <br />neoessary to fully implement the primary elements or units of the <br />plan. For example, a multiple-purpoee reservoir may be found <br />feasible and desirable for the primary purposes of irrigation, <br />flood control, and hydroeleotrio power. In addition to provision <br />for the structure itself, there would be included in Ia suoh pro- <br />visions as were feasible and desirable for preparation of land for <br />irrigation, tsohnical, eduoational, finanoial, and reeearoh ea- <br />sietance to the irrigator; transmission snd disposition of the <br />power; recreation, fish and wildlife, mosquito o9ntrol, drainage, <br />sediment control, basio data colleotion, and any other measures <br />which were feasible and desirable, which were neoessary to full <br />realization of ths benefits from the multipls-purpose project and <br />which were wholly or in part a Federal responsibility. <br /> <br />. <br /> <br />. <br /> <br />. b.
