CATEGORr:ES OF ELEMEIITS' <br /> <br />Def.1nitions. The Comprehensive Plan of development will <br />necessarily have elements which should be constructed or carried <br />out .as ea~ly as possible. Other elements of the.plan may not be <br />as attractive :from an economic or othe:r'standpoint, and should' be <br />assigned to a later stage for a long-range period of development. <br />Thsse considerations require that some breakdo'WIl of the elements <br />of the plan must be made in order to arrive at logical conclusions. <br /> <br />Therefore, the elements or units which are investigated in <br />developing the Comprehensive Plan of inwrovement will be divided <br />into the categories def1D.ed bsl()W (Reference: A'WRBllC I~eeting, <br />24 May 1951, Appendix r) :. <br /> <br />Category I <br /> <br />Those. which investigations have found to be feasible and de- <br />sirable to schedule and .carry out within a reasonably short future <br />period. of time.l . ** <br /> <br />a.
