OPERATI~G PBOCEDURES OF THE AWRBIAC.

Meetings: The KNRBIAC meets bimonthly in forI"al pub1io ses-
sion on the fourth Thursdaj' of the month. Looation and time of
tte next meeting are decided upo" at each meeting. It meets in-
formally at monthly intervals inclusive of the da.y prior to the
formal session.

Procedure: The procedure of the COMmittee is set forth in
pe.ra"ra~h 4 of the resolution by the Federal Inter-Agency River
Badn Cor,mittee creating the AWRBIAC----"The Committee will take
action ~s a COImitte6 on those matters wherein there is unanimous
agreement. Any quention that cannot be resolved by the Committee
will be referred by the members to their respective member-s of
the Federal Iilter-Age!lcj' ii:iver Basin COJllJ, ittee in Washington for
oOLsideretion. Any member of the Committee will have a right to
rc<:cuest '"hat any POiLts of disagreement be so referred. The
ConilllitteE' will be resl'onsible for transmitting the a.genda and
r<oport o~ ';ho pr')ceod.'.r,gs of each ;neetir.g to €acl: member of the
Federal In'oer.-hgsncy hiveI' basin Committee in Washington. The
minutes of all :r.8eti.;:gs shall be approved by each member of the
Committee !,rior to their ado?t:lon".

AGenda: Items to be Flaoed on the agenda should be pre-
pared fur presentation to the AWRBIAC and forwarded to the
Secretary. The Secretary will for;na1ize the statement and place
it on the agenda for the noxt meeting of the AVffiBIAC. The 'Tulsa
Group" is charged with prezenting matters of unfinished businesa
for each meeting.

Attendance: At formal public sessions, attendance is not
limited. At informal sessioDs attendance is limited to members
and invited guests thereof.

;~tnutes : Minutes of the formal meetings are prepared by
the secr~tary for distribution to the me~bers of the Committee.
!Iinutes sre submitted for approval at the next regular meeting
of the AV,1lliIAC.

Those parts of the minutes which indicate actions of the
Committee are placed in inde!lted paragra?hs.

Minutes of infor~a1 meetincs of ALRBIAC are prepared only
for the ~embers. Decisions rende~ed by the Committee in informal
session a.re inserted in the minutes of the next formal session,
and subcsquently approved as set forth above. Decisions in in-
fo!'mal :;ession are su]!r.larize:l and circulated to members for field
distribution, and permit operations on that basis pendin~ formal
approval .
