OBJECTIVE AND POLICIES OF THE AWRBIAC'- ~ <:) QO ~ The objective of the AWRBIAC is to prepare a report on the comprehensive, integrated, 'plans of. improvement authorized by the instruments quoted in Section II hereof. The policies of the AWRBIAC represent interpretations of the author- izing documents, definitions of the scope of activity, and res91ution of problems brought before it. These policies have been establishea at meetings of the Committee and recorded in the minutes thereof. A sununaryof COlllIllittee actions prior to July 1951 is printed as Appendix N of the Minutes of Eighth Meeting, dated 18 July 1951. Actions from July 1951 to May 1952 are ** summarized in Appendix N of the Minutes of the Thirteenth Meeting, dated 24 July 1952. These and subsequent actions indicate the basis for much*** of this Procedure Guide.
