Procedure: The Committee will take' action as a Committee on <br />those matters wherein there' :!-s unanimous agreement. Any question that <br />cannot be resolved by the CoIrir:1ittee will 'be referred by the members to <br />their respective members of the Federal Inter-Agency River Basin Com~ <br />mittee in Washington for consideration.
