The study will review available in:or-

mation concerning claims for all reservations in the Hest. T~e

focus will be on claims relating to irrigable lands on Indian

rese~'ations. However, claims that have been articulated utilizing

other methods of quantifications, such as for instream uses, will

be noted, although no effort will be made to estimate similar ~laims

for all tribes. Information will be compiled for (a) the region

as a whole, (b) the major river basins within the region and (c) on

a state-by-state basis.

It should be noted that producing these estinates of pot~ntial

cla~,s will not imply any opinion as to Indian water right en-

titlements. The estimates will deal with Indian claims, not

Indian rights, and none of the information produced in the report
will connote acceptance or validation of such claims. However, the
estica:es of Indian water right claims will provide a basis for
comparison with the available water resources in the West. ~o
opinion will be rendered regarding what quantification standard
should be applied westwide.

-4-
