<br />- 27 - <br /> <br /> <br />C'O" "3 <br />< .1- .;. 01. <br /> <br />Assistance can be provided to irrigation ditch companies to develop and <br />apply water management plans based on relating SCS streamflow forecasts to <br />their anticipated water deliveries for the irrigation season. The companies <br />can then project anticipated water deliveries to individual farms where the <br />landowner can make rational choices between cropping alternatives. <br /> <br />Ogallala Targeted Area <br /> <br />A six state study authorized by Congress has been completed. The study <br />investigated the extent of groundwater depletion of the Ogallala Aquifer, its <br />impacts on the High Plains Area, and made recommendations for action. The <br />Economic Development Administration of the Department of Commerce managed the <br />project. The Colorado portion was conducted by Colorado State University, <br />Colorado Division of Water Resources, Colorado Department of Local Affairs, and <br />Colorado Office of Energy Conservation. The Colorado Department of Agriculture <br />coordinated research and public involvement. <br /> <br />The study developed 20 recommendations to address the prOblems associated <br />with groundwater depletion. Recommendation #13 was for SCS to target <br />assistance into the Ogallala Region. Since 1983, SCS has targeted technical <br />assistance funds to improve IWM and prolong the useful life of the Ogallala <br />Aquifer for the objective of supporting stable agricultural enterprises. The <br />primary purpose is to take actions which will lead to more efficient use of <br />water and energy. <br /> <br />Agricultural Stabilization and Conservation Service <br /> <br />Agricultural Conservation Program (ACP) <br /> <br />The ACP administered by the Agricultural Stabilization and Conservation <br />Service provides funds for cost-sharing with individual and groups of <br />landowners and operators for the installation of conservation practices. <br /> <br />Forestry Incentive Program (FIP) <br /> <br />The Forestry Incentives Program (FIP) provides long-term technical and <br />financial assistance to forest land owners. It is a cost share program with <br />the purpose of providing for road access, forest protection, and timber stand <br />improvement. <br /> <br />Farmers Home Administration <br /> <br />Loan Programs (FmHA) <br /> <br />The Far~ers Home Administration is authorized to make loans to various <br />non-federal landholders for the implementation of various land and water <br />development measures. Landholders ellgible for these loans are public and <br />quasi-public bodies, nonprofit corporations and,private individuals or groups <br />owning land. Loan assistance is available for the development of recreation <br />areas, irrigation and flood prevention facilities, and forestry and land <br />treatment measures. Loans from FmHA may be used to pay the local share of most <br />watershed projects and RC&D measures. <br />
