<br /> <br />This program complements the policies and directions set forth in the <br />Forest and Rangeland Renewable Resource Planning Act of 1974. <br /> <br />Soil Conservation Service <br /> <br />Assistance to Soil Conservation Districts - Public Law 46 <br /> <br />Under the authorities of this program, the Soil Conservation Service <br />through local conservation districts assists both individuals and groups in <br />the planning and application of needed soil and water conservation on <br />private lands. This Act can provide technical assistance to landowners for <br />conserving land and water resources in the Basin in the national interest. <br /> <br />Small Watershed Program - Public Law 83-566 <br /> <br />Under the authorities of this program, USDA agencies provide assistance <br />to sponsoring local organizations in planning and carrying out a program for <br />the development, use and conservation of the soil and water resources of a <br />small watershed area. This includes treatment and protection of federally <br />owned land within such watershed areas. <br /> <br />Great Plains Conservation Program <br /> <br />USDA assistance under this program is designed to accelerate the <br />application of needed conservation practices to conserve land and water <br />resources on private land. The program can provide cost-sharing to help <br />offset the cost to landowners in the designated Great Plains counties. All <br />the counties in the Basin, except for Denver, Jackson, Gilpin and Clear <br />Creek Counties, are designated as Great Plains counties. <br /> <br />Resource Conservation and Development Program <br /> <br />The Resource Conservation and Development Program (RC&D), administered <br />by the Soil Conservation Service, is designed to expand the economic <br />opportunity for people in approved planning areas. Under the program, USDA <br />agencies provide technical, cost-sharing and loan assistance to local <br />sponsors by developing and carrying out action plans for conservation <br />improvement, development and wise use of natural resources. The East <br />Central Colorado RC&D area is located within part of the Missouri River <br />Basin. <br /> <br />Cooperative Snow Surveys <br /> <br />Snow surveys conducted by the SCS provide a means of water supply <br />forecasting. More effective utilization of water is possible by having advance <br />knowledge of seasonal and annual water supplies. Snow surveys have been <br />conducted within the basin since 1930. Regular forecasts are made monthly <br />during the winter and spring and a "Forecast of the Water Supply Outlook" is <br />published by the SCS. These are distributed to all water users, water resource <br />agencies, and others who utilize these data. Appreciable assistance is <br />provided by other Federal and State agencies as'well as private corporations <br />and individuals. <br /> <br />- 26 - <br />
