<br />- 25 - <br /> <br /> <br />l' f\ ',Ii (' 7 <br />lJ U 1_ .'. ..) ._~ <br /> <br />IMPLEMENTATION <br /> <br />Introduct i on <br /> <br />This chapter outlines the federal, state and local programs which may be <br />used to assist with implementation of various alternative treatment measures. <br />Specific request for assistance must be made before any of the alternative <br />measures can be implemented on private lands. <br /> <br />USDA PROGRAMS <br /> <br />Forest Servi ce <br /> <br />Multiple Use - Sustained Yield Act <br /> <br />This Act provides for the mana~ement and development of the recreation <br />resource on national forests. Forest Service recreation programs are <br />coordinated with the private sector and other government agencies to avoid <br />duplication of effort. <br /> <br />Forest resources on national forest lands are managed to conserve the land <br />and its natural vegetation while providing feed for livestock and wildlife. <br />Under the multiple use management concept, grazing lands are also required to <br />be managed for their watershed, wildlife and recreation values. Programs for <br />rehabilitating poor condition range lands to increase forage production are an <br />important part of the Forest Service range programs. <br /> <br />The Act also makes provisions for timber management and includes the <br />various management practices designed to improve the vigor, stocking, <br />composition, productivity and quality of forest stands. <br /> <br />Small Watershed Program - Public Law 83-566 <br /> <br />In cooperation with other USDA Agencies, this program involves planning <br />and implementing measures for the protection, conservation and improvement of <br />land and water resources. Through national forest management and cooperative <br />programs with state and local governments, and private landowners, the Forest <br />Service participates in the protection, management and use of forest and <br />associated watershed lands. Through Public Law 566 assistance is provided for <br />gully stabilization, erosion control, rehabilitation of abandoned roads and <br />trails, restoration of mined areas, and full development of multiple use on <br />state and private lands. <br /> <br />Cooperative Forestry Assistance Act of 1978 - Public Law 95-313 <br /> <br />Under this program the Forest Service is authorized to work through and in <br />cooperation with State Foresters and equivalent State officials in <br />implementing Federal programs affecting nonfectera1 forest land by providing <br />assistance in (1) the advancement of forest resource management; (2) the <br />encouragement of the production of timber: (3) the prevention and control of <br />insects and diseases affecting trees and forests; (4) the prevention and <br />control of rural fires; (5) the efficient utilization of wood and wood <br />residues, including the recycling of wood fiber; (6) the planning and conduct <br />of urban forestry programs; (7) the improvement and maintenance of fish and <br />wildlife habitat; and (8) the enhancement of the soil and water resources. <br />
