<br />\;) , <br /> <br />0032!,r <br /> <br />. <br /> <br />. <br /> <br />Page 2 <br /> <br />Fel ix L, Sparks <br /> <br />Therefore, it is hoped that the 46th General Assembly will not confuse <br />and complicate the eventual legislative solutions by the passage of numerous, <br />piecemeal proposals which are primarily aimed at only fractions of the total <br />problem. <br /> <br />Incidentally, at its regular meeting on the same day that the Colorado <br />Water Congress was in session, the Board of Northern Colorado Water Conser- <br />vancy District expressed its hope that you and your Board will be allowed the <br />time and funds required for orderly completion of a legislative program that <br />is so vitally needed. Recognizing the enormity of the task, the District <br />Directors expressed the desirability of and their willingness to support the <br />formation of a technkal and competent comnittee or body, should you desire <br />it~to aid in the development of an appropriate legislative program. Further, <br />if such a body is formed and its work is assigned as a State function, I feel <br />certain, in the light of the Board discussion, that the Directors would support <br />its funding before the Legislature, or in some appropriate manner and degree, <br />provide for District participation. <br /> <br />CC: John H.
