Felix L, Sparks, Director <br />Colorado Water Conservation Board <br />215 State Services Building <br />Denver, Colorado <br /> <br />Dear Larry: <br /> <br />Now that I have completed two terms of office as Chairman of the <br />Colorado Water Congress, I wish to express my personal appreciation <br />for the advice and counsel which you so will ingly rendered during the <br />past two years. AdditIonally, I also appreciate your participation in <br />the annual meetings of the Congress and the participation of your staff <br />members in the meetings of the Executive CommIttee. <br /> <br />At its annual meeting on February 10, 1967. the Water Congress <br />adopted several resolutions addressed to various water matters. <br />feel that three of these resolutions, Numbers 2, 3, and 4, are of <br />especial interest to you and your Board. Resolutions 2 and 3 relate <br />to the Colorado River legislation, and caples are enclosed for your <br />Information. <br /> <br />Enclosed Resolution 4, entitled "Water Law Revisions," covers a <br />subject which is. most certainly, of vital interest to every water <br />agency and all water users of Colorado. We fully appreciate that con- <br />siderable analysis and much time and thought have been given by you <br />and the staff of your Board to a coordinated and comprehensive solution <br />of the several and perplexing problems involved, Likewise, it is recog- <br />nized that you must have additional time for the careful preparation of <br />wise and corrective legislation and, also, time within which you can <br />obtain, upon your eventual proposals, the views and comments of concerned <br />water agencies throughout the State. <br /> <br />Certainly, the Colorado Water Conservation Board cannot hope to <br />fulfill its primary purpose of promoting the conservation and develop- <br />ment of the State's water resources without an improved. well-coordinated, <br />and adequately developed legislative program. <br />
