It is necessary that studies of flood problems <br />within the Sand Creek basin give priority to finding solutions <br />which would alleviate the problems imposed upon the Sand Creek <br />basin by the threat of flows from Cherry Creek. This report <br />discusses and develops solutions for the problems within both <br />basins. All elevations cited in this report are U.S.G.S. mean <br />sea level, 1927 general adjustment. All towns, cities, and <br />other topographic features are located in Colorado unless other- <br />wise stated. <br /> <br />3 . PRIOR REPORTS AND INVESTIGATIONS <br /> <br />a. Cor~s of Engineers. Several survey reports by the <br />Corps of Engineers, pertinent to the study area, have been <br />published as Congressional documents. These are: The report <br />on the Platte River, Colorado, Wyoming and Nebraska, published <br />as House Document 197, 73d Congress, 2d Session, which, in part, <br />mentioned flood problems in the Denver area; the report on <br />Cherry Creek published as House Document 426, 76th Congress, <br />1st Session, which, in part, recommended the construction of <br />the Cherry Creek and Castlewood dams on Cherry Creek; and the <br />report on the South Platte River and tributaries, published as <br />House Document 669, 80th Congress, 2d Session, which, in part, <br />recommended construction of Chatfield Dam, levees and channels <br />along the South Platte River, and local protection projects at <br />Boulder and Erie. It is the latter report that is currently <br />under review. In 1964, the Corps of Engineers published a <br />flood plain information report defining the flood-hazard areas <br />and flood characteristics of the metropolitan reaches of Sand, <br />Toll Gate, and Cherry Creeks. In 1966, the Corps of Engineers <br />completed an interim report on the Bear Creek basin, Colorado. <br />The report WaS published as Senate Document No. 87, 90th <br />Congress, 2d Session. As a result of this report, the Bear <br />Creek Dam and Reservoir was authorized by the Flood Control Act <br />of 1968 for construction at the Mount Carbon site. <br /> <br />b. A preliminary examination report on flood control for <br />Aurora, dated 15 April 1947, recommended". . . that a survey <br />and cost estimate be made for flood control and elimination <br />of the health hazard to Aurora, Colorado, and vicinity." A <br />draft of the survey report was prepared in November 1951. As a <br />result of the survey, the Kelly Road Detention Dam on Westerly <br />Creek, a tributary of Sand Creek, was completed in 1954 under <br />provisions of Section 212 of the Flood Control Act of 1950. <br />Inclusion of the survey for Aurora in the South Platte River <br />investigation was approved by the Office, Chief of Engineers, <br />in the 1st Indorsement on the amended Plan of Survey for the <br />South Platte River Investigation, dated 11 March 1959. <br /> <br />, . <br />
