Subsequent local <br />contact indicated that the. correct spelling is Toll Gate Creek <br />and it has been used throughout .this 'report. Toll Gate Creek is <br />a major tributary of Sand Creek. Sand Creek basin, as used. <br />throughout this report, refers to Sand Creek and all its <br />tributaries, including TollGate Creek. <br /> <br />2. EXTENT OF INVESTIGATION <br /> <br />a. Purpose. This investigation was made to define the flood <br />and related land and water resource problems of the Sand Creek <br />basin and to formulate a plan of improvement Which would fulfill <br />the existing and the anticipated future needs associated with <br />these problems. <br /> <br />b. General scope. The studies made in this investigation <br />were of survey scope. Field surveys, including field reconnais- <br />sance by the District Engineer, together with geologic, hydro- <br />logic, hydraulic, design, econanic, and other related studies were <br />made in sufficient detail to guide the formulation of a sound plan <br />of improvement and to permit preparation of firm est1Dlates of . <br />costs and benefits. The studies were coordinated with agencies <br />of Federal, State, and local governments to insure that their <br />viewpoints were given appropriate consideration. Local interests <br />were informed and consulted through public hearings and other . <br />meetings. T:beir desires, proposals, and views on plans 01' <br />improvements have been considered. <br /> <br />c . Geo~aphic scope. Sand Creek is one of several 'cl;eeks <br />which .loin the South Platte River in or near Denver and contribute <br />to the flood problem in the metropolitan area. The Cherry Creek <br />basin is contiguous to the Sand Creek basin and is hydrologically <br />joined to the Sand Creek basill by the emergellcy spillway for the <br />existing Cherry Creek project. That project, which is located <br />on Cherry Creek about 12 miles upstre8lll from its mouth, was <br />completed in 1950. At that time, the flood plains wi thin the <br />Sand Creek basin were essentially undeveloped and the Cherry <br />Creek project was designed to pass emergency spillway flows into <br />West Toll Gate Creek. Such flows 1I'oUld, from their point of <br />entry into the Sand Creek basin, flow along West Toll Gate, Toll <br />Gate, and Sand Creeks to the South Platte River. In the period <br />frdm 1950 to date, the flood plains along West Toll Gate, Toll. <br />Gate, and Sand Creeks have been extensively developed. Spillw~ <br />flows from the Cherry Creek project 'Would, under existing and <br />projected conditions, cause increasingly severe damages 1n the <br /> <br />2 <br /> <br />. <br />
