<br />. <br /> <br />303(e) BASIN PLAN <br /> <br /> <br />The Comprehensive Water Quality Management Plan for the South <br /> <br /> <br />Platte River basin was completed during the last half of 1974 for <br /> <br /> <br />the Water Quality Planning Division of the Colorado Department of <br /> <br /> <br />Health. It covers the entire South Platte River basin drainage <br /> <br /> <br />in Colorado with the exception of the five-county Denver metro <br /> <br /> <br />area. The excluded counties are Adams, Arapahoe, Boulder, Denver, <br /> <br /> <br />and Jefferson. Figure 2 illustrates the boundaries of the basin <br /> <br /> <br />and the most important planning areas. <br /> <br />The recommendations for the upstream portion of the basin and <br /> <br /> <br />for the plains area include continued localized treatment and dis- <br /> <br /> <br />posal with upgrading of existing and future facilities to meet <br /> <br /> <br />secondary level discharge requirements. In the Larimer County- <br /> <br /> <br />Weld County region, the approved plan includes consolidation of <br /> <br />facilities in the Loveland and Greeley areas, nitrifying facilities <br /> <br /> <br />at Fort Collins and Windsor, movement of the Greeley discharge <br /> <br /> <br />to the South Platte River, and phosphorus removal at Estes Park. <br /> <br />This plan concentrates on the treatment of point sources <br /> <br /> <br />such as municipal and industrial discharges, and does not attempt <br /> <br /> <br />to solve nonpoint discharges such as irrigation return flows. It <br /> <br />recognizes that there is a total dissolved solids (TOS or salt) <br /> <br /> <br />problem for both the surface waters and ground waters which becomes <br /> <br />more serious as the water moves from the mountains to the South <br /> <br /> <br />Platte's crossing of the Nebraska-Colorado state line. <br /> <br />3-C PLAN <br />The Water Quality Management Report was completed and approved <br />in 1974. It covers the Denver metropolitan area which is shown in <br /> <br />. <br /> <br />19 <br />
