The plan was prepared for the Denver Regional Council <br />of Governments (DRCOG) by Black and Veatch consulting engineers. <br />The adopted plan provides for a system of treatment facility con- <br />solidation that includes four regional plants and four satellite <br />plants for the year 2000. The plan was adopted without any pro- <br />visions for sludge disposal because of strong opposition from Weld <br />County and from residents of eastern Adams County concerning the <br />location of the sludge disposal sites. Plans for the location of <br />. treatment facilities for the city of Boulder and for the Metro <br />Denver Sanitation District #1 also differ trom the plan recommenda- <br />tions. DRCOG's 208 Areawide Plan will update and expand the 3-C <br />Plan. <br /> <br />MOUNTAIN AND PLAINS STUDY <br />Water Quality Management Planning for the Mountain and Eastern <br />Plains Areas of the Denver Region is scheduled for completion in <br />April 1975. DRCOG is preparing the plan for the Corps of Engineers <br />as a part of the Metropolitan Denver and South Platte River and <br />Tributaries Study. The study area includes the eastern halves of <br />Adams and Arapahoe Counties and the western halves of Boulder and <br />Jefferson Counties. These areas were not covered by either the <br />3-C Study or the South Platte Basin 303(e) Plan. Figure 2 illus- <br />trates the relationships between these studies. This plan will <br />produce information similar to that of the 303(e) Basin Plan. The <br />primary area of examination is the point source category of <br />wastewater discharges. <br /> <br />SECTION 208 DENVER AREAWIDE PLAN <br />The Denver area has been designated a 208 planning area by the <br />EPA, and DRCOG has been designated as the agency responsible for plan <br /> <br />20 <br /> <br />. <br />
