These "water quality <br /> <br /> <br />limited" segment designations are based principally on discharges <br /> <br /> <br />from point sources such as municipal and industrial discharges. <br /> <br /> <br />Many of these streams also have problems with high levels of <br /> <br /> <br />dissolved solids which are primarily caused by nonpoint sources <br /> <br /> <br />such as irrigation return flows. <br /> <br />A complete analysis of the water quality problems that are <br /> <br /> <br />not addressed in existing or ongoing planning activities is included <br /> <br /> <br />in Appendix C. Information contained in that appendix serves as <br /> <br /> <br />support data for the water quality elements defined for this study <br /> <br /> <br />in a later section. The following section presents recently com- <br /> <br /> <br />pleted or ongoing water quality planning activities that have a <br /> <br /> <br />direct effect on this study. <br /> <br />STATUS OF PLANNING ACTIVITIES <br /> <br />The majority of comprehensive water quality planning activities <br /> <br /> <br />are the result of Federal legislation requiring that certain planning <br /> <br /> <br />activities be undertaken in order that communities may receive Federal <br /> <br /> <br />grants for the construction of wastewater treatment facilities. Prior <br /> <br /> <br />to the passage of the Water Pollution Control Act Amendments of 1972, <br /> <br /> <br />known as PL 92-500, the 3-C plan was the most common areawide plan. <br /> <br /> <br />It was authorized under section 3-C of the 1970 Water Pollution <br /> <br /> <br />Control Plan. Communities voluntarily applied for funds to prepare <br /> <br /> <br />3-C plans. Once authorized, grant applications had to be in agree- <br /> <br /> <br />ment with the approved 3-C plan to receive approval. With the pass- <br /> <br />age of PL 92-500, a series of plans were authorized which varied <br /> <br /> <br />according to the size and type of the study area.
