<br />(,H12J33 <br /> <br />. <br /> <br />. <br /> <br />Provisions were also added to safeguard a water su,pply for Gali,fornia <br />lands in the project area by providing that water users in Alpine County <br />will have the opportunity to contract for project water from Watasheamu <br />Reservoir before it is used for the development of any new land in N<l,vada. <br />If the Alpine County water users decide to contract for project water, <br />they may obtain it through exchange agreements allowing them additional <br />rights to use natural flow or privately stored water of the West Carson <br />River now used in Nevada. Another amendment provided that the generation <br />of electric power must not interfere with the future appropriation of <br />Little Truckee River water for consumptive use in the California portion <br />of the watershed. This provision will be su,perseded by a compact when <br />the States of California and Nevada agree on the division of the water <br />from the river. <br />The authorizing act also provides that individual landowners hOlding <br />more than 160 acres can participate in the project. under certain conditions. <br />These landowners can contract for suppleme,ntal irrigation water for their <br />excess lands if they agree to pay their pro rata share of project costs <br />allocated to irrigation plus interest at current Government rates. The <br />total amount to be paid, however, ~annot exceed the increased pa;yment. <br />capacity of the excess lands resulting from the supplemental water su,pply. <br />The language in the authorizing legislation regarding the proration of <br />construction costs and interest charges will require interpretation by <br />the Solicitor of the Department of Interior. <br />Another part of the act provides that all net revenues received from <br />the sale of hydroelectric power will first be used to pay project costs <br />allocated to power, and after retiring the power costs they may be used <br />to repay the portion of the irrigation costs that the irrigators cannot <br />repay in 50 years. <br /> <br />5 <br /> <br />
