A conservancy district must be organ- <br /> <br />ized to contract with the United States for repayment of the reimbursable <br /> <br />project costs and for the administration, operation and maintenance of the <br /> <br />project. The Nevada. State legislature has passed a law to provide for the <br /> <br />organization of conservancy districts, and the water users have initiated <br />, , <br />, <br />action toward organizing such a district. Water right applications to <br /> <br />store or divert water for project use have been filed with the California <br /> <br />Water Rights Board and the Nevada. State Engineer in apcordance with appli- <br /> <br />cable laws of the respective States. The following agreements with the <br /> <br />water users and the interested, States will be required for efficient oper- <br /> <br />ation of the project. <br /> <br />1. An agreement for modification of the Truckee River Agreement <br />of 19::55 and the Truckee River Final Decree of 1944 as follows: <br />(a) To change the time and rates of relea.se of storage <br /> <br />water from Lake Tahoe and to pe:r:mit an exchange <br /> <br />of storage water among Lake Tahoe, Eoca, and <br /> <br />Stampede Reservoirs without materially reducing <br /> <br />the flow below the Floriston ;Rates measured at <br /> <br />Iceland; <br /> <br />(b) To provide that in years of water shortage when <br /> <br />Floriston Bates cannot be maintained, releases from <br />storage be reguJ.ated to distribute the shortage over <br /> <br />several months; <br /> <br />6 <br />
