<br />001847 <br /> <br />Unfortunately the groundwater inventory program <br />was interrupted becauRe of the failure of the U,S. Geo- <br />logical Survey to understand its importance to Arizona, <br />Then it was resumed in the 1959-60 fiscal vear as a result <br />of conferences among the U.S,G,S., the State Land De- <br />partment, the Arizona Power Authority and the Stream <br />Commission. <br />V. Liaison between the Stream Commission and oth.er State <br />agencies. <br />The interests of several State agencies in common <br />fields of activity require that they maintain constant <br />liaison, Only thus can they proceed with an understand- <br />ing of each other's objectives and present a united front <br />to other States and to the Federal Government, <br />These agencies, besides the Stream Commission, in- <br />clude the Arizona Power Authority, the State Land <br />Department and the State Game and Fish Department. <br />All are concerned with the U.S.G,S. gaging-statio}) pro- <br />gram, the operation of co-operative stations and the <br />groundwater inventory, Joint activities of the Stream <br />Commission and Power Authority are primarily in the <br />fields of: <br />1. The Glen Canyon criteria. <br />2. The gaging-station program. <br />3. The groundwater inventory. <br />4, The application now pending before the Federal <br />Power CommissioJl for a license to construct <br />Bridge and Marble Canyon Dams. <br /> <br />VI. Functi.ons in connection with proposed legislation. <br />Many measures are proposed to Congress whic'h call <br />affect the development of Arizona's water reSources, The <br />Stream Commission analvzes such measures, confers with <br />other agencies about the'm and advi',e~ the G<wernor and <br />Arizona's congressional delegation concerning them, <br />,Where such legislation could affect other States as well, <br />representatives of the Stream Commission confer with <br />representatives of agencies of the States involve,\' <br />One of the convenient means of arriving at agree- <br />ment with other Western States on proposed legislation <br />affecting us all is through the National Reclamation <br />Association and particularly its Legislative Committee. <br />A prime example of joint effort made through N,R.A. is <br />the proposed codification of the Federal Reclamation <br />Laws, Another is the work done over the years to protect <br />the integrity of State water laws from encroachment by <br />Federal legislation, Still 'lIl0ther is the effort made to- <br />ward re-definition of the family-size farm. <br />Among the important proposals now pending in Con- <br />gress are bills to : <br />1. Make the evalllation of recreational benefits an <br />integral TJart of the planning of projects. <br />2. Provide for payments in lieu of taxes by projects <br />which produce electric power. <br />
