<br />O0l8'!L <br /> <br />so that their effect on Lower Basin supplies may be <br />gauged and Arizona's interests fully protected. <br /> <br />3, Upper Basin Storage Project, <br /> <br />It is a responsibility of the Commission to watch <br />and establish policy in connection with the develop- <br />ment of the secondary aspects of the Upper Basin <br />Storage Project. <br /> <br />Ill. Protection of Arizona's interests on tributaries of the <br />Colorado River and other streams. <br /> <br />In addition to its functions with respect to the main <br />stream of the Colorado River, the Commission is con- <br />cerned with protecting Arizona's interests in other inter- <br />state streams such as the upper Gila River, Zuni River, <br />Little Colorado River, Virgin River, Kanab and Johnson <br />Creeks and the Santa Cruz Rive,r. <br /> <br />With respect to the Virgin River and its tributaries <br />and Kanab Creek and its tributaries, we shall continue <br />to maintain the closest relations with Nevada and Utah, <br />to the end of promoting the development and use of tho <br />waters of those streams and fully protecting Arizona's <br />present and future uses thereof. <br /> <br />As for the Santa Cruz: This presents delicate and <br />diffieult. problem;; which have concerned the Commission <br />and its engineering and legal staffs for some years. In <br />this connection, the Commission maintains contact with <br />the International Boundary and Water Commission as <br />well as the areas in Arizona directly affected. It is pos- <br />sible that a further treaty with Mexico may be deemed <br />advisable. <br /> <br />IV. Collection and analysis of basic data. <br /> <br />The importance of the collection, analysis and pub- <br />lication of basic data related to surface and underground <br />water is ever increasing. This work has been among the <br />most important functions of the U.S. Geological Survey, <br />But in recent years there became manifest a tendency <br />to place less emphasis on collection and publication and <br />more emphasis on analysi;; and interpretation, We hope <br />this tendency has been overcome as a result of the Com- <br />mission's efforts in vVashington, San Francisco and Salt <br />Lake City, where a satisfactory statement of general <br />principles was worked out. Here again the policy-making, <br />engineering and legal entities of the Commission have <br />been required to prepare fol' and participate in confer- <br />ences among the State;; and with the Federal Government, <br /> <br />Ari7.olJ:l will benefit greatly from the :lgreement <br />reached among the seven States of the Colorado Hiver <br />Basin and the tentative agreement with t.he Federal <br />Government on general principles govenling the collec- <br />tion and publication of basic data, However, tontinued <br />vigilance and constant IVork on the part of the Commis- <br />sion will be required to assure continuation and increase <br />from time to time in the gaging-station program. <br />
