The location of this lateral pipe line is <br />shuwn on figure 1. <br /> <br />8(:ull1d /Ji/J~ lil/I; of SUII lJif~YO u(j/lfdlld <br />The 7-year drouth from 1945 to 1951, occurring during a period <br />of increasing military and civilian population and of expanding <br />industry in San Diego, brought about a critical exhaustion of stored <br />water in the San Diego re.,en'oir system. The first pipe line of <br />the aqueduct, completed in 1947, with a designed capacity of 85 <br />cubic feet per second could not be considered adequate to supply <br />the demand for imported water in the event of continuation of <br />the drouth, even though as much as 106 cubic feet per second was <br />delivered through the aqueduct due to chlorination of the water <br />entering the line at the outlet of San Jacinto reservoir. By 1951 <br />it had become evident that the aqueduct capacity would have to <br />be increased without delay. An intensive campaign by the local <br />interests to enlist the assistance of the Federal Government in <br />financing the construction of the second pipe line of the aqueduct <br />finally Was successful, and an appropriation of $18,000,000 for the <br />project was made by the Congress jn 1951. Contracts covering <br />repa;'ment by the District and San Diego County Watet. Authority <br />of the cost of the project, and providing for the respective inter- <br />e:-;ts of the parties, '.vere under negotiation among the Government, <br />the Authority, and the District during the fiscal year. 1t was <br />agreed that the U. S. Bureau of Reclamation would prepare plans <br />and specifications for the pipe line, and would be in charge of <br />constl'llction. The District will repay the cost of the northerly <br />portion of the pipe line, extending 34 miles ham the regulating <br />reservoir near San Jacinto to the north bank of the San Luis Rey <br />RiYel', in annual installments over a pel'iod of 40 yeal'S with intel'- <br />e"t at 2.599 per "ent. Specifications for the northerl;' portion were <br />scheduled to be is.<ued "hortly after July 1. 1952. to be followed <br />by speeificationo for the San Lui8 Rey River crossing and for the <br />remainder of the pipe line extending to San Vicente reservoir of <br />the San Diego water system. The designed capacity of the second <br />pipe line will be 95 cubic feet per second from the San Jacinto <br />reo;ulating resel'voir to Rainbow tunnel. near the north boundary <br />of San Diego County. and 80 cubic feet per second from there to San <br />Vkente reservoir. <br />
