Indiscriminate <br />visiting was not encouraged for security reasons, All replacements <br />of personnel were carefully screened and all employees cautioned to <br />be alert to the possibility of subversive activities. Inspections of <br />District installations were made by representatives of the military <br />_ _ _ __organization5-entruste<:LwitlLthe.-pmtectiOlLoLDislrict-areas_and___ <br />their recommendations were given careful consideration. <br /> <br />l'rall.'illli88ivII allfl fclfJ-[lhrl1lC sY8fcJ//s <br /> <br />Broken strands in overhead ground wires were observed early in <br />1951 on the 230-kv transmission line. Each break was found at the <br />point of attachment of vibration dampers. A test installation was <br />set up to determine the cause of the breaks. It was found that the <br />six pound dampers originally installed had failed to eliminate all <br />of the damaging vibrations caused by winds of varying velocities <br />blowing across the line. Each of the old dampers has llOW been <br />replaced with two new 1 lie-pound units of similar design as indicated <br />by the results of the tests. Just as the study of vibration was coming <br />to an end, the first complete break of a ground wire occurred on <br /> <br />J <br />
