Our comments regarding this phase of the
project were provided to the BR in December 1979. Additional concerns
relating to road impacts were provided in our report of September 1981
regarding development of alternative recreation sites.

Our comments of December 1979 and September 1981 stipulated that adverse
impacts to big game should not occur provided that the roads remain
closed during the winter and that the Forest Service prohibit snowmobiling
in the area. We also suggest that your agency be prepared to fund
required mitigative measures should road kills become significant in the
future. None of these concerns are incorporated in the draft as conditions
to the proposed road uP9rading.

We therefore recommend that the draft assessment be rewritten to include
the stipulations we provided as conditions to road construction and
use.

We appreciate the opportunity to comment on the draft assessment.
/J /// J. _ ~-<--c..---'
~J /tPf#;C:L7~ .
/

cc: Colorado DOW, Montrose
Colorado DOW, Grand Junction
