October 15, 1982

Memorandum

To:

Files

Subject: Response to Environmental Protection Agency, September 20, 1982,
Letter on Draft ENvironmental Assessment for Dolores Project
Road Upgrading

1. Comment:

EPA has no objections to the proposed plan to upgrade these existing
roadways provided, as indicated in the environmental assessment, the pro-
posed fill into the Dolores River is in compliance with the necessary 404
Permit. The Bureau should consult with the Colorado Division of Wildlife
and the U.S. Fish and Wildlife Service to assure that the timing of this
activity does not impair fish spawning. The use of washed fill and
rip-rap material will help reduce the sedimentation problems which could
adversely affect spawning.

Response:

The Bureau will have the proper Section 404(b) permit before any fill is
placed in the Dolores River and will consult with the Division of Wildlife
and Fish and Wildlife service during the process of acquiring the permit.
