The winter travel restrictions, as referred to in the document, are of a passive nature, that is by not plowing roads, and are not of a law-enforcement nature. 8. Comment: Fourth paragraph. The last sentence refers to a "operational plan" to reduce vehicular-big game accidents and to minimize stress on big game. We fail to find the "operational plan'. unless you are referring to the suggested measures by the u.s. Fish and Wildlife Service. If so, please refer to our comments on the first paragraph. The Dolores-Norwood Road is a National Forest System Road as well as a County Road, with a speed limit of 40 miles per hour. Response: The document has been rewritten in this section and the reference to oper- ational plan deleted, since no formal operational plan was developed. The document has been changed to read the Dolores-Norwood Road would be a 40 mile per hour road. 9. Comment: See Page 5, D. Other Alternatives. "No Action Alternative" impacts Ill: "through the town of Dolores" is not significant to the question of access. The Dolores Project (McPhee Reservoir) will be inundating a vital National Forest and County transpor- tation system route causing increased traffic and use on other system roads which are totally inadequate and unsafe for this use. Response: The text now reads "from the town of Dolores". Number 3 under the no-action alternative now reads "McPhee Dam and Reservoir would inundate a vital National Forest and County transportation system route causing in- creased traffic and use on other system roads which are inadequate and unsafe for this use. 10.
