4. Comment:

The "Ormiston Point Gravel Pit" has not been designated for development of
aggregate materials, but exists as a potential source site. Before this
potential site can be allocated for aggregate development, further
investigation, testing and mapping of aggregate materials by a Special Use
applicant or the Forest Service, and a site specific environmental assess-
ment will be required. It is our opinion that the draft assessment does
not sufficiently access the site specific impacts of this aggregate source
site nor comply with Forest Service planning requirements for aggregate
resource development.

Response:

The Ormiston Point Gravel Pit is a potential source of material. Its
exact location has not been decided; if should it be in the National
Forest, Reclamation would comply with Forest Service policy before any
activity occurs at the 'site.

S. Comment:

See Page 2, B. Location.
1. Dolores-Norwood Road - As per the Memorandum of Understanding between
the Bureau of Reclamation, Forest Service and Dolores and Montezuma
Counties (Exhibit B), the Dolores-Norwood Road is to be widened to 24 feet
with 2 foot shoulders on each side.

Response:

Text now reads widened to 24 feet.

6. Comment:

S. Ormiston Point Road and Ferris Road - The Ormiston Point Road should be
constructed following the general alignment of the existing road, not the
"stock drive", as the driveway is a totally different facility which does
not always coincide with the road.

Response:

See response to Comment 1.

7. Comment:

See Page .2, C. Mitigation Measures, First Paragraph. It is not clear if
the U.S. Fish and Wildlife Service suggested measures are to be required
or not.

The design speed of the roads has been set in the Memorandum of Under-
standing between the Bureau, Forest Service and Counties. The Forest Ser-
vice is responsible for determining the necessary signing on road within
their jurisdiction and will cooperate with the Colorado Division of Wild-
life on signing of critical migration routes if necessary.

~inter Travel restrictions in force do not presently affect the subject
transportation routes.
