<br />Woodward.Clyde Consultants <br /> <br />0980 <br /> <br />I. INTRODUCTION <br /> <br />1. General <br /> <br />Under a contract dated October 1, 1977 with the State of <br /> <br />Colorado, Department of Natural Resources, Colorado Water <br /> <br />Conservation Board, Woodward-Clyde Consultants agreed to <br /> <br />assemble a panel of engineers, geologists and hydrologists to <br /> <br />make a review of the foundation geology and foundation seepage <br /> <br />conditions and to evaluate the proposed maximum dam section for <br /> <br />the proposed Narrows Reservoir on the South Platte River in <br /> <br />Colorado. The review was made to enable the panel to formulate <br /> <br />opinions, conclusions, and recommendations regarding the safety <br /> <br />of the foundation and proposed earthfill structure. <br />The Woodward-Clyde Consultants panel consisted of the <br /> <br />following persons. <br /> <br />(1) Stanley T. Thorfinnson, Executive Vice President and <br />Managing principal, Rocky Mountain Region. <br />(Geotechnical Engineer) <br /> <br />(2) William A. Clevenger, Chairman of the Board <br />(Geotechnical Engineer) <br /> <br />(3) Eugene B. waggoner, former Principal and presently a <br />Staff Consultant (Engineering Geologist) <br /> <br />(4) Wesley G. Holtz, Staff consultant (Geotechnical <br />Engineer) <br /> <br />(5) Dr. Anthony Wolfskill, Vice President, Southern <br />Region (Geotechnical Engineer with special expertise <br />in slurry cutoff trenches) <br /> <br />- 1 - <br /> <br />., <br />
