A listing of the material received is included in the

references, Appendix A.

On November 22, 1977 the wee panel members met Messrs.

Griffin and Bennett at the Ft. Morgan project office and toured

the dam site and borrow area sites with them and other members

of the project office.

2. Scope of Work

The principal objectives of this study were to provide

geotechnical engineering services for the purpose of

formulating conclusions concerning the safety of the proposed

dam and foundation utilizing data available from the Bureau of

Reclamation's feasibility stage design studies which were

supplied to us, an on-site engineering and geologic recon-

naissance, and independent studies and analyses. Narrative

discussions concerning the wee panel's field observations,

design data, design review, studies and analyses, which led to

our conclusions and recommendations are included in this

report.

Our evaluations of the safety of the dam and foundation

were limited to the geotechnical assessment of the dam and its

foundation. Our evaluations did not include, nor were we asked

to include, other important overall considerations including

hydrology, flood control criteria, downstream flood flow,

.

l

,

.

- 3 -

fit
