<br />c:., <br /> <br />~ g. A chairman shall be elected annually from and by the members of the <br />en Committee. Except by unanimous consent, the Chairman Agency shall not succeed <br />~ itself. <br />~ <br /> <br />h. <br />provide <br />support <br /> <br />The federal agency or state which provides the chairman shall normally <br />the secretary for the Committee and the necessary administrative <br />incident to his tenure. <br /> <br />i. The Committee may have additional staff assistance as the federal <br />agencies or states may, upon request, assign to it. <br /> <br />4. METHOD OF OPERATION. <br /> <br />a. Meetings will be held as often as required, at times and places appro- <br />priate to the agenda, and normally at intervals of not more than 2-3 months. <br />Meetings normally will be open to the public and the press. Special and/or <br />executive sessions of the Committee may be held st the call of the chairman on <br />his own initiative or shall be held on the request of any three members of the <br />Commit tee. <br /> <br />b. The Committee shall serve as a means for coordinating activities and <br />achieving accord or agreement, at the regional level, among its members on <br />issues or problems which may arise. Staff work necessary to coordinate <br />activities and present the essence of any issues or problems to the Committee <br />shall be carried on by the Committee staff or by subcommittee as appropriate <br />and as may be appointed by the chairman and approved by the Committee. <br /> <br />c. Problem questions which cannot be fully or satisfactorily resolved by <br />the Committee may be referred to the Water Resources Council for considera- <br />tion. <br /> <br />d. Minutes of meetings will be prepared to record the actions and recom- <br />mendations of the Committee. The minutes will be primarily for use of the <br />participating agencies, but a wider distribution may be made when considered <br />desirable by the Committee. <br /> <br />e. The Committee may establish further procedures governing its <br />operations as required. <br /> <br />5. RESPONSIBILITIES. <br /> <br />a. It will be the responsibility of the Committee to establish meana and <br />procedures to promote coordination of the water and related land resources <br />development and activities by the Federal agencies, states, and private and <br />local interests; to promote resolution of interagency problems at the regional <br />level; to suggest to the Water Resources Councilor to the states changes in <br />law or policy which would promote coordination or resolution of problems; and <br />in its diacretion to communicate with the Water Resources Council and the <br />States on any matters of mutual interest. <br /> <br />19 <br />
