INTRODUCTION. In accordance with the desires of the federal agencies and <br />the states concerned, this charter establishes an Arkansas-White-Red Basins <br />Inter-Agency Committee in consonance with a letter of April 10, 1966, from the <br />President to the Secretary of the Interior as Chairman, Water Resources Coun- <br />cil, and a memorandum of April 27, 1966, from the Executive Director, Water <br />Resources Council, to Field Committees and Subcommittees of the Inter-Agency <br />Committee on Water Resources. <br /> <br />2. PURPOSE. It is the purpose of this agreement to provide in the Arkansas, <br />White, and Red River Basins facilities and procedures for the coordination of <br />the policies, programs, and activities of the federal agencies and states in <br />the field of water and related land resources investigation, planning, con- <br />struction, operation and maintenance; provide means by which conflicts may be <br />resolved; and to provide procedures for coordination of their interests with <br />those of other federal, local governmental, and private agencies in the water <br />and related land resources field. <br /> <br />3. ESTABLISHMENT. <br /> <br />a. For this purpose there is established an Arkansas-White-Red Basins <br />Inter-Agency Committee. The Committee shall be composed of representatives of <br />each of the following federal agencies and states which elect to participate: <br />The Departments of Agriculture, Army, Commerce, Energyl, Housing and Urban <br />Development, Interior, Transportation; the Environmental Protection Agency; <br />and the States of Louisiana, Missouri, Arkansas, Texas, Kansas, Colorado, <br />Oklahoma, and New Mexico. <br /> <br />b. The federal members of the Committee shall be designated by the head <br />of the federal agency they are to represent and shall preferably be resident <br />in the area. <br /> <br />c. The governor of each state desiring to participate shall designate the <br />member of the Committee for his state. <br /> <br />d. Committee members may designate other officials to serve as alter- <br />nates. <br /> <br />e. Federal agencies viII participate in the work of the Committee in <br />accordance with their respective responsibilities and interests, and with the <br />intent of the Water Resources Planning Act, Public Law 89-80. <br /> <br />f. When appropriate, other federal, state, public, and private agencies <br />will be asked to participate in Committee meetings and to appoint representa- <br />tives to specific subcommittees in order that the work of the Committee may be <br />coordinated with the related work of all agencies. <br /> <br />I Revised March 1980 to reflect current agency name, formerly the Federal <br />Power Commission. <br /> <br />18 <br />
