A comparison of the costs
computed by the Bureau of Reclamation and the Fort Morgan Water
Users Association is as follows:

Bureau of Reclamation
Morgan Water Users

Narrows
$ 6,517,000
16,143,000

l'leld County
$ 5,449,000
2,290,000

As can be seen from the above table, the discrepancies
between the two estimates are so great that they cannot be recon-
ciled. Again, this Board is without funds to employ independent
appraisers. However, both Governor Love and the Bureau of Recla-
mation have indicated that they can furnish some money. We are,
therefore, negotiating with Justin H. Haynes and company for the
purpose of obtaining their review of the appraisals previously
made. This review can probably not be completed in less than
ninety days.

3. Current Budqet Situation.

Appropriated travel funds will be exhausted during the
third quarter of this fiscal year. However. the Governor and the
state Controller have indicated that they will approve a transfer
of $3,000 from salary savings to our travel fund. This transfer
should be sufficient to carry us through this fiscal year. We
have no remaining funds for any type of special studies, but the
Governor has indicated that he can make about $8,000 available
for this purpose if needed. Most of these funds will be utilized
on the Narrows Project as above indicated.

4. Reqion 4 Feasibility Report priorities.

Under date of October 8, 1963, we requested the Colorado
River Wdter Conservation District to make a recommendation for
priority of feasibility investigations for projects under Public
Law 485. We asked that they consider the following projects:

Basalt. Eagle Divide, Great Northern, Juniper, Middle
Park (Troublesome, Rabbit Ears and Parshall), and the Yampa
Valley (Wessels, Hayden Mesa and Toponas) .

Information Bulletin No. 19

-2-

December 19, 1963
